Political leaders in Birmingham refused to meet the demands of the civil rights demonstrators for racial integration in the city.

To keep the protests going, Martin Luther King, Jr., began sending African-American school children to march and sit-in.  U.S. public opinion was shocked at the sight of Birmingham jails filling up with school students.
