This man is protesting the lack of inexpensive housing in Hemel Hempstead. The man behind him has a newborn baby in his arms. This is exactly the informal use the planner had in mind when creating this small bit of urban open space. The planner did not know exactly what would happen in this space, but the planner intended this kind of ad hoc event to take place there. |
