This book describes a variety of proposals for reforming the presidential election process in the United States of America. Foremost is the Small States First; Large States Last proposal for reforming presidential primary elections and caucuses.

The various proposals for reform are presented in the context of the year 2000 presidential election in the United States. Flaws in the presidential election process were quite well illustrated in that particular election.

This manuscript is presented on the internet so that it will be readily available to interested students, scholars, and journalists during the upcoming 2004 presidential election.
